Dr. Clara Giles Carter is the President of Management Consultant Services, LLC (MCS) .  MCS offers a wide range of solutions and training in Human Resource Management and Diversity, Organizational and Leadership Development, Mentor Training and Program Development, Customer Service and Strategic Planning. 

 

Dr. Carter is the former Director of Training and the  primary management  consultant for the Maryland Mentoring  Partnership (MMP) an organization that provides technical assistance to corporate and non-profit organizations. Her work with MMP has assisted the organization to emerge as a leader in the mentoring movement that is working to make mentoring an integral part of Maryland's social climate. In her role at MMP, she was responsible for overseeing training and technical assistance to mentoring   programs across the state. Thus, she is recognized as an expert in the field of mentoring and youth development and is frequently called upon to offer assistance to programs across the country. 

Prior to joining the staff at MMP, Dr. Carter was employed in Federal Government for 33 years and retired as the Acting Director for the Office of Equal Opportunity and Civil Rights at the Centers of Medicare and Medicaid (CMS). Over her tenure in the government, she was recognized for her expertise in the area of human resource development and training. In 2003, the Baltimore Federal Executive Board awarded Clara Carter with the Excellence in Federal Career Award for her commitment to community service and for her dedication and efforts in launching the Student Career Academy Youth Initiative, an educational and workplace mentoring model that was designed and implemented in keeping with the “No Child Left Behind Act”. 
The major goal of this initiative was to stimulate student participants to continue and graduate from high school and acquire the knowledge and skills needed for success in either the workplace or postsecondary education.

 Before joining the staff at CMS, Dr. Carter was employed at the Social Security Administration (SSA), where she served as the Director of the Student Employment Programs in the Office of Personnel. Responsible for the development and implementation of the SSA’s Student Mentoring Program in partnership with Baltimore City and County Public Schools, she was credited with the success of the program that matched high school students with SSA employees.


 A native of Baltimore, Clara was educated in the Baltimore City Public Schools, earned her Bachelors of Arts Degree in Sociology from Morgan State University and completed her graduate studies in Management at the University of Baltimore. Her career also includes 10 years as a college academic advisor, which lead her to pursue and earn her Doctorate Degree in Higher Education Administration from Morgan State University.  She has also completed course work in the Event Planning Certificate Program at George Washington University.

 

Recognized for her training expertise, some of Clara’s keynote speaking and workshop presentation engagements include:  Kansas City Youth Summit, West Palm Beach Mentoring Conference, the Indiana Mentoring Summit, Delaware Mentoring Summit, and the International Mentoring Conference.  With a passion to aid in the development of the country’s future citizenry, Clara is dedicated to assist all young people who cross her path to reach their full potential.
